A seller to refund me sends me a link to this article that says I have to pay 100 dollars in this VIP payment so that my money can be refunded later.

DON'T BUY THOSE ITEMS OR PAY THE SELLER ANYTHING.
All three of those item numbers are scam listings. They have been recently revised, and changed into a category (Business & Industrial > > Printing Presses) that is not eligible for the eBay Money Back Guarantee (MBG). Since these are clearly not printing presses, this is a 100% certain sign of a scam.
No, it is not legal. They are trying to trick buyers into sending money that is not covered by eBay buyer protection (MBG). Anyone who is trying to do that is a scammer thief.
They are all from different sellers, and it looks like the sellers may have been hacked. At least one of the sellers has thousands of listings, and only two of the listings have been changed into fraudulent listings like this.
What item are you trying to return? Since they are all different sellers, I don't know if you are even communicating with the seller you actually purchased from?

You do not have to pay anything to be refunded later. All items listed on ebay, before you buy anything, state if they are covered by the Money Back Guarantee or not. The scam begins when its a listing in a category not covered. It is 100% on the buyer to understand the transaction before making it.
