Item I bought did not disclose breakage and paint loss. Interestingly, the item does not appear as a purchase on My Ebay and attempted messages to the seller only result in the error message that I'm trying to respond to an invalid or older-than-90-day message (which I'm not, it was just last week) and cannot contact the seller. None of the forums cover this topic and there is no way to contact an agent, particularly when I can't select the item I'm reporting as damaged since it doesn't appear on my purchase history.

If it doesnt appear in your purchase history did you use a guest account? If so, go the confirmation email you received from Ebay, your item number and confirmation number will be in there. Use that to open a not as described case, no need to keep trying to contact the seller.
Purchases made as a guest are separate from purchases made as a registered member. You will need to sign in with the email address you used as a guest along with the PASSCODE that ebay sent to you in an email. Then you can file an Item Not As Described case.

This doesn't make any sense. I always use eBay as a guest, never as a registered member, and all my other purchases appear as they should. The seller has offered me a partial refund and I can't even accept it because the system keeps telling me I'm trying to respond to an invalid or outdated message, which I obviously am not.

If your other purchases are showing in your purchase history, you were logged into your account when you made those purchases.
If you were not logged in and checked out as a guest, they would not be in your purchase history.
Here is some information on guest orders.

Hi @mrsde-1
If that were true … you wouldn’t have any feedback.
Buying as a ‘Guest’ means you are not signed into an eBay account when purchasing an item … so the item isn’t shown in your Purchase History. Feedback cannot be Left or Received for items purchased as a Guest.
The only other reason why you wouldn’t see the item in your Purchase History is that eBay removed the item because of some kind of policy violation.

Instead @mrsde-1 look for the email confirming your purchase that one week ago (when you wrote this) and open that email to get back to the listing.
Then if that listing has been removed, come back here for help.
