Hi all,
I ordered a US $160 worth scale model from a Chinese seller on June 9th and am waiting for it to arrive from South Korea.
The seller provided me with a tracking number with a shipping company called Yanwen and I was notified that the parcel arrived in South Korean customs and was in progress on June 29th.
However, I contacted the Korean post office and customs office and was notified that this parcel cannot be tracked and the customs never received this parcel. And now upon tracking, they failed delivery although I was at home all day.
I contacted this shipping company and seller multiple times regarding this issue but never received a reply. The estimated delivery in eBay is July 28th, but this is based on the previous delivery option (I changed it to a cheaper option) and usually it takes a maximum of one week to deliver from the customs process. This means I cannot contact Ebay for a refund until then. And this seller also knows that I won't be able to receive a parcel from mid-July as I am going overseas for months. I bought this product with his assurance that this parcel will be arriving in 2 weeks' time, and the delivery company, seller..no one response.
Is there any way to contact Ebay refund team directly other than waiting until July 28th?

You have to wait until a day after the estimated delivery date Ebay gave you, then open an Item Not Received case if you haven't received it.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

No; there's not. The 'estimated' delivery date was right below the 'buy it now' and you needed to pay attention to that date.

You can file an Item Not Received here right now, without limitation to any imaginary estimates. Do not talk to the seller again, and just wait up to 5 calendar days for your refund.

A couple things. You are in Australia and the seller shipped from South Korea, this is the ebay U.S. board. You should probably ask this on the ebay Australia boards as rules and policies may differ.
However, going by the U.S. policy, you would need to wait until after the delivery date before opening up a INR complaint. There is a good chance it will still arrive since you still have another month from the expected delivery date.
You changed shipping to a cheaper option. That would generally mean a longer delivery time, not a quicker one so not sure why you would expect it sooner with the cheaper shipping option.

Did not click on the link you posted, but you are in error.
A buyer cannot open an item not received case with eBay until his purchase is at least 24 hours overdue per the last estimated delivery date he saw in the listing when he made his purchase.
The OP needs to read eBay's Money Back Guarantee for buyers.

WRONG ADVICE! To the poster, you MUST NOT open a case yet. You can open an item NOT described case ONLY after at least 24 hours have passed from the latest delivery date. If the buyer did not read clearly, it's his mistake. NO matter what the seller stated, he /she can't make the item arrive faster unless the buyer pays for express shipping.
To the poster, if you are not home, then put your mail on hold or have a neighbor/family member hang around your home to accept delivery.

How would that work for a package that the OP has not received and that is not due to arrive til the end of July?

They are advising OP to open a case with PayPal, which can as a matter of fact be opened at any time.
I do believe it would be a mistake though, as it would remove their eBay MBG coverage and we don’t have even know if OP used PayPal to pay…

It's rare International deliveries take just two weeks. My experience is it's sometimes 2 weeks but usually it's 3 weeks or more.
What I don't understand is you say eBay delivery date is by July 28. But then you said the seller knows you can't receive a parcel mid July -you're going out of town. So the $64,000 question is if you knew you were going out of town, thus needed it by mid July, why oh why are you buying something the expected delivery date was the end of July? That's not a guaranteed date.

I don't get the advice to the buyer here.
They say they chose a cheaper shipping option that eBay gave them an estimated delivery time they aren't happy with and they chose to still purchase.
I don't get why you made this purchase.
