Refund

Buyer wants a refund we are going though the return process. Buyer email me and will take half back but wants to keep the item. Can't get in touch with anyone to see how to start the process. Buyer want me to do this though paypal but I don't trust the process. Because we already started the return  buyer states he will pull the return after he recieves the money. But that sounds fishy. This is my first time doing this and its so many scams out I'm not sure on how to appoach this issue.

Refund

You refund where the claim/return is.

Since this is on eBay, you should only refund on eBay.

If he wants to open a paypal dispute for the transaction you should let him know he can file it.

Once he files a paypal claim it will close the eBay one, and he will be forced to ship item back or get no refund.

A paypal claim is more beneficial for you because buyer has to pay 100% return shipping cost.

DO NOT send him paypal money outside of a proper return/dispute.

If you really want to do partial, and the system doesn't let you offer it on return options, then he will have to close the return so you can do it outside of return.

However I typically don't advise buyers to close without refund because they can't reopen if a bad seller doesn't refund.

Refund

This is what can happen if you refund through PayPal.

The buyer can get a PayPal refund from you and then they can escalate the eBay case and eBay will see you didn't provide a return label or a refund and they'll refund the buyer IN FULL letting them keep the item. Then they end up with a full and a partial refund and the item.

Do the partial refund ONLY through Ebay.  This buyer sounds like a scammer looking for a discount.  An honest person would not tell you to go through the paypal website.

Always do everything on the eBay platform.

Unless he opens up an official dispute for the transaction on PayPal.

If you send money outside of the transaction, you could be at risk of losing more money.
