I want to return car headlights I bought because I changed my mind and ordered a different pair. Upon ordering I received a message from the seller that in case of a return I needed to contact the seller for correct return shipping address because they have a different warehouse for returns. I messaged for return address and they offered to give me a $15 refund and for me to sell the item on my own terms. I don't want to deal with the hassle of trying to resell an item that isn't very easy to sell. I just wanted to receive my refund and be able to return the item. They have since offered a $55 refund and i can resell the item. They have also said that if i return the item to them that the package "may be lost or damaged" during shipping and if item is lost or damaged I won't receive my refund.

If the seller has a different address for returns they should have that return address on file for return shipping labels. It sounds more like the seller attempting to string you along past the the date to return.
Open the return, if they do not respond with a shipping label within 4 business days go back to the return to ask eBay to step in.
If that doesn’t work out file a chargeback through the payment source used to purchase the headlights.

I don't remember having to give a customer a label for a remorse return for items that I had listed as 'no returns' or for 'other items' I had listed as "30 day, buyer pays shipping".

The seller is required to provide the return shipping label.
It is in their best interest to have the correct address on the label.
Open the Not As Described claim.

@reallynicestamps why would it be a NAD claim when the OP clearly stated they 'changed their mind'?
OP also has not informed us how the 'returns' is stated on the listing

they have returns accepted within 30 days on listing.
