The seller doesnt want to give me a return label

I bought an item and it was sent by national mail, the tracking system indicates that it is still on its way, but I already received it, I requested a return because it was damaged and the seller accepted it, but he does not answer the messages where I ask for the shipping label. return and Ebay does not give me an option to request it or complain

Go to the order, in the dropdown box, click return this item. Choose the correct (damaged) reason. Seller will have 3 days to respond with either a refund (without requiring a return) or a shipping label that you use to return the item. Upon delivery of the return, you'll get your refund.

If you and the seller are in two different countries they will not be able to send you a postal label.  Find out from your post office how much it will cost to send the item with tracking and then send the message to the seller  letting them know the cost.  They will need to send you the money for the postage through PayPal, Venmo or something similar.  Do not send the item until they are able to send you a label or the money for one. 

Since you have tried to contact the seller and they are not replying, you should also contact customer service to let them know that you are waiting for a label or funds for a label. If the seller refuses to pay, eBay customer service should refund from the seller’s funds. As the seller already accepted the refund you won’t see an ‘ask eBay to step in’ link which is why you will have to contact customer service.

Be sure to not ship anything to the seller as a return before they provide you money to cover it in full. No One likes to pay for the return shipping & they will always claim its too high.

 

Which is fine - they don't provide the funds &, least in the US, the case can possibly be found in your favor by ebay where you keep item & are refunded. There is a consequence to seller not providing those funds.
