Sold an iPhone and the buyer sent it back iCloud locked and with No Power

Hi, I sold an iPhone 11 Pro Max with a cracked screen a while back for parts only. The buyer received the phone and then sent me pictures of the phone, completely taken a part, stating there was another issue within the phone. eBay had a policy in the recent past that protected sellers in this case. If it was proven to have been taken apart, eBay automatically sided with the seller and closed the case (sellers are forced to take the return now, or so said the 4 representatives that I called). 


Anyway, I received the phone back today. Now the phone will not power on at all. It is completely broken (maybe a botched screen repair). Also, the buyer logged into his iCloud account and the phone is permanently locked. Even if I fix the phone, it’s unusable and I cannot resell it now. 

I contacted eBay about this and they basically said tough luck and I can only give him up to a 50% partial refund. They stated there are no other options to help out sellers in this case. Is this true? Does anyone have any advice for me?

If you are TRS+ that means something, not only can you withhold half the refund but you can also ask higher selling prices from here on forward, not sure if that makes the matter clear but I will tell you this... I am TRS+ as well and I am never the cheapest, I always price at least where the next TRS+ seller is and sometimes more than that, especially if the other seller is overseas or newer than me or whatever else I can think of.

Don't ever sell yourself short, being TRS+ and having the ability to withhold half the refund are powerful tools, we offer a premium service, therefore we ask a premium price.

Thanks for the reply. I am TRS+. But that didn't really answer my question. The buyer completely damaged and broke the item. I'm only able to refund him 50%, even if he basically destroyed and locked my phone?
