How do I appeal a seller’s decline of return ? I cannot seem to contact eBay about this ? How do I do so ?

You should be able to appeal through the resolution center within 30 days of the decision. If you cannot, the case is not appealable based on @myangelandmyprincess response.
Here are the items you need to appeal as a buyer.

There are only so many reasons a seller can decline a return.
1. It was remorse return reason and the seller has a no return policy.
2. It was past 30 days from delivery
Generally either one of these reasons you can't appeal.

eBay only get involved if buyer or seller are in breach of their policies.
There can be no breach of eBay's policies if your seller has declined your return request.
Sellers are not given the option to decline return if this is within eBay's policies.
Unfortunately you have no one to appeal to as eBay's CS will simple tell you that your seller does not have to accommodate your return request.
You asked and he declined.

What type of case did you open in the Resolution Center?
If it was a remorse return, then the seller does not have to accept it.

what is the reason for the return?
how long has it been since it was delivered to you?

if a seller declined yout return it was probably a remorse return/wrong size reason
these reasons are not strong enought to force a return
most sellers cant say no to a return but some can....ebay would not let it close if it was not supposed to
