I'm trying to return items to China that weren't as described (take a guess what that means) and the return was accepted and they agreed to pay the return shipping, so I went to the post office to get a customs form which requires the receiver's name and address. The seller's name isn't anywhere on their profile and their address is written in phonetic Chinese instead of English so I have no clue what is a street name, province, building, etc. So I ask for these things and the seller doesn't respond. Without them giving me this information for the customs form, there is no return. Will eBay recognize this and give me my money back anyway? They also didn't respond when I mentioned what I thought the price would be for a PayPal transaction. I'm assuming I'm going to get nothing else from this person, so how do I contact eBay about seller non-action if need be?

Buyer pays for return shipping in the item of the purchase?...so seller paid almost nothing for shipping and tracking from China.
Are you sure they responded to pay for return shipping? I see purchases of feedbacks to you where buyer pays for return shipping of the items purchased.
Shipping for you will be somewhat expensive...and you need address in English to get that tracking if you are using the USPS.

I used to sell to China...not anymore...had too many buyers who only give the address in Chinese.
The Chinese address even in English is sometimes complicated...One or two numbers in the wrong line of the address can mean a return. Plus their telephone number is also place on the address unlike USA or other countries.
Plus with tracking it can be expensive.
I would say maybe give them away as Christmas presents to someone.

It sounds like you did not process the return through Ebay. Did you open up a return request or did you message back and forth with the seller via Ebay messages?

They sold me counterfeits so they're obligated to pay the return shipping. It's going to be extremely expensive which makes me wonder why they even offered to pay for it. But they're not actually responding to anything other than the initial acceptance of the refund. I want to contact eBay and make sure I'm getting a refund if this guy doesn't give the necessary help to get the return started.

The items you purchased state "buyer pays for return shipping".

Do not ship anything outside of a return request or funding being provided up front.
If you opened a return request, under the right reason, seller pays for return shipping. Usually in form of a label. Internationally, seller has to provide funds for the return up front. The return process also provides a return address in the language of the site the user is registered with. That means prepackage the item & get a quote once the request is approved.
If the seller fails to provide you with funds to a paypal account, when case is escalated - ebay refunds buyer & does not require a return.

Ok, thanks for clarifying that. I assume if the seller also doesn't provide information needed for shipping, like for the customs form as I described, I would also get a refund? Whether or not they give me the money for a return, I literally cannot send it without certain information.

This answer is wrong. The seller already accepted the return, so there will never be any option to escalate the case.

If the seller doesn't provide the money and shipping information so that you can ship the item back you will have to contact ebay. You are correct that the 'ask ebay to step in' icon will not come up since the seller already accepted the return. eBay will not automatically step in so you do have to contact them.
In your case, I would contact them through one of eBay's customer service social media pages at Facebook, Instagram or X. They are very familiar with situations like this. They will probably let the seller know that they have x number of days to send you money for the label or just to refund you. If the seller doesn't follow through then ebay should refund you.
Make sure that the seller is aware of exactly how much postage it will be as they can't send you the money until you give them that information.
