I purchased a phone from a seller who accepts no returns. He pointed out that I was covered under the eBay return policy, though. The phone did not work as promised and was defective. Seller suggested I request a return through the eBay policy. I requested a return through eBay and the seller accepted. I was told to expect a return shipping label by FEB 19th. If none was received, I should request eBay step in. There are specific steps to do that. I have followed the steps to the point of viewing the details of the return, and eBay saying they cannot help me until the 19th of February. Today is that day. I have received no shipping label from the seller or eBay, and there is no "button" to request eBay step in.
Also, the chatbot is useless. When I first went on to chat, it said it saw a return in progress on my account, and asked if I wanted to check the status. It was the only option, so I pressed YES. The response is that "no return has been requested on this account and you must've made the purchase from a different account". Well, you saw it the first time, chatbot, and I only have ONE account. This is lunacy. Now I'm spending 1/2 a day just trying to get the help I was promised.
Any other suggestions? A customer service support telephone # would be fantastic.

February 19th is not over yet, so perhaps your label will be provided before the end of the day in the Pacific Time Zone.
If not, and if you started your case within thirty days of receiving your item, you should have the opportunity to ask eBay to step in tomorrow, or at some point over the next twenty-one business days or so.

In addition to asking eBay to step in (which should be sufficient), you also can contact eBay at Facebook (Facebook/ebay) where you will get immediate and competent support. You will be asked to confirm your ownership of your account.

The social media Chat accounts are covered by trained eBay employees with some authority.

'19th of February'....try again tomorrow.
I am thinking it has to done the next day which is the 20th.
It's 3 days for seller to respond for open claim...then escalated by buyer to respond the next day.

The link to ‘ask eBay to step in’ will NOT appear in your open return request until it’s time to use it … which sounds like it should be some time today.
eBay counts time in 24-hour chunks … NOT in days … although we are given a date when something will happen (or some action can be taken).
If you know the exact time of day you opened your return request … you should be able to tell about when you’ll see the link to bring eBay into the case. I would NOT waste your time trying to reach an eBay agent. They cannot turn up time. [Sorry, Cher. 😉]
