I am a top rated seller.
I have 14 day returns on some items (buyer pays) and no returns on other items.
I can't reduce the return amount when a clothing item comes back used. I have to go through a tedious customer service chat on eBay from India which may or may not be successful. They are contradictory in their info too - it drives me nuts.
What do I need as a seller so I get the option to reduce the amount refunded? Currently when I report buyer there are no additional features.

If you are top rated, you can do 30-day returns and buyer pays return shipping. You can then have the option to deduct up to 50% of the refund.

Given your eBay experience, I hesitate to ask this, but you do know that there's no such thing as "No Returns" on eBay, right?

I'm dealing with the exact same thing. Buyers "renting" my items and then returning them obviously used. I initially stated no returns and charged for shipping. This was pointless because then eBay would force me to accept the return as the buyer would claim "not as advertised" and buyers were leaving poor feedback even though I didn't mark up shipping costs. So, I started offering free shipping and accepting returns at the buyer's expense. Now I get renters. For example, a buyer purchased a pair of shoes for $200 with free shipping, wore the shoes, returned them the following day and only paid the return shipping costs, while I ate the initial shipping cost. The shoes are trashed so I either can't resell them or have to sell them at a reduced price only to have the cycle repeat itself. I believe eBay's return policy on clothing and shoes really needs to change.

If you charged separately for shipping, you don't have to refund the original shipping charge. Buyer still pays return shipping and the refund amount is only for the item price.

I'm with @lakefor94. Offer (as little as) 30-Day (Buyer pays) Returns. Boom. 🎤

@shimmerstock Many things here;
a.) The 'up to 50%' refund can ONLY be done every rare once in a while or they will stop you from doing. You CANNOT abuse using this or they will take the ability from you!
b.) You will also need to supply a picture and reason.
c.) Can only be applied to items that you have 30 day returns.
d.) You must be TRS (Top Rated Seller)
e.) The 'up to 50%' will NOT work on a return for reason of 'Not as Described' (or similar) and YOU will have to pay for the shipping back to you (if you want it back)

I posted this on another thread as well.
I am TRS+. Does not matter what the reason for the return, remorse or INAD. If the buyer ships back something damaged, opened, trashed, rocks, anything devalued, I can do the up to 50% deduction.
When doing a refund deduction for any of those reasons, the seller does not get their FVF's refunded.
Report the buyer, upload a photo or two, provide an explanation, process the refund deduction, done.
The buyer can argue the point with eBay to get the rest of their refund, easy peasy. EBay likes to refund the buyer out of their own purse whether the suspect or even know the buyer does not deserve a penny. That is just the way eBay likes to operate.
The buyer encounters too many transactions like this, they can lose their MBG privledges.
Same with sellers, if eBay detects abuse, they can lose the 50% deduction option.

Any items you change to 30 day returns will get the benefit. Any items you don't change will not get those added protections @shimmerstock .

I'm well aware that charging for shipping would eliminate me eating the initial shipping charge, yet when I did charge for shipping (exactly what I paid) buyers would leave 1 or 2 stars for shipping costs. It's a no win situation.

I believe ebay removed that "glitch" (as they called it) a few months back.
That's my experience anyway from talking to USA based CSRs.
