Returning wrong item

Hello guys. I have a question.

Seller send me wrong item (tricked me), I send it back (returned), but it has time limit 2 weeks, Item cant be deliver in time because I live in Europe and delivery needs more time to USA. If seller will not refund me, is it chance ebay help me then to get my money back?

If your time limit here times out, try filing a case at Paypal, provide the tracking number to prove delivery. You have six months there. If that fails, and you used a cc, try for a chargeback.And yet, you are registered as being in the US?

This is my transporting company address, they send me to Georgia. it takes about 3-4 weeks to send item from Georgia to USA and then ship. sorry for bad English and thanks again. I payd with credit card.
