I bought a Sony Lens from a seller few days back. The lens is 18-250mm F3.5-6.3
So at 18mm, it should have an aperture of 3.5. But it does not move beyond 4.5. I complained to the seller. Who initially said it cannot be.
In a hurry I said that I want to exercise my right ot return within 30 days and he agreed. ( This is the first time I am returning an item properly , though earlier I have gone for one and the seller did not respond and I lost the money. ) The current seller is asking me to send it by post at my cost. But I feel he should pay for it as the item is not as described. He is pretending not to see the many emails I sent and by 9th I should post it or else loose the the refund. Today is 8th. The seller has a 99% rating.
Now what do I do. The postage is very expensive from Sri Lanka and it will be USD 55-60 to Japan. The cost of the lens is USD 135 and postage I paid USD 22. I am unable to raise it with ebay as I have agreed to a return.
Further more Sri Lanka is locked down for the last 2 week and till 14th, I have mentioned this also to the seller. But he is acting as if he did not see the emails. Can ebay help me here ? What should I do. 30 days are expiring on the 9th. Helpless.

Filing a formal return request with the reason "not as described" is step 1. Go to your purchase history page to file the return. After that, if the seller does not send a prepaid return label, or funds for you to purchase a return label, or a refund - then you'll need to escalate the return request to a claim. If the ask eBay to step in option does not appear on the return after 2 days then you'll need to contact eBay CS directly to escalate it.

The issue is I did not choose "not as described" by mistake. I choose 'I want to return it" or something like that. Then I thought that I could delete the return and raise a new return. I deleted the return and I am nowhere now. What are my options ?

You no longer have the option to return the item as you have made too many mistakes.
In your original post you have stated that you paid $22-00 postage. You may or not not have paid duties and taxes to your government. You state that it will cost you $55.00 to 60.00 to return the item.
Simple maths is that 2 lots of postage cost is minimum $ 75-00 + any taxes you paid.
Fort sure your seller is not going to pay these charges back to you.
Item cost $135-00 and if your seller accepts the return and issue a full refund then you have got back $80-00 ($135-$55 Maximum approximately 50% of your total outlay) please keep in mind that your item may get damaged in transit and or your seller only processes partial refund.
You have a decision to make.
Take minimum 50% loss and send the item back.
Keep the item and have it looked at by a professional repairer or sell it locally, May be you are making another mistake in thinking item is faulty as aperture does not move beyond 4.5.
