I have a buyer that has returned an item damaged and missing the cords. He speaks very little english and it's hard to communicate with him. If I read his email right he wants me to buy another cord and take it off his refund, but there is sugar in the unit that he put there and I don't know if it will work now because I don't have the cords to plug it in. I'm at a loss here on what to do?

I was going to say just refund and forget the headache, but you should maybe counterclaim the damage and missing parts within the eBay resolution centre

I would start by putting the cords in and test the unit, if it works then I can relist and my out of pocket expenses are limited.
If you are top rated seller then you have the option of issuing a refund 50% of original price.
I would also message the buyer and agree on an amount of refund and you can then issue a refund for that amount . Please keep in mind that if you issue a partial refund then you do not get your final value fees back.
You can also contact eBay through Help& contact and then contact us and ask the CS agent to read all messages and then put you in touch with escalation/ dispute resolution team for their advice on how you should proceed.
