I am not your seller.
eBay is not here.. In this forum we are all buyers and sellers here to assist other buyers and seller with issues if we can.
That being said....
What is the issue you are having with your item? We don't know so you will need to tell us.

The seller has not shipped, and I sent a lot of messages, I did not reply, he has a high probability of cheating me, his store has withdrawn everything

Ne need to know details.
Closed cases can't be reopened.
If his items are not there eBay removed them.
You will need to go to your payment source for a refund. PayPal if you paid with PayPal, or file a chargeback with your card.

If you did not receive your purchase within a few days past its estimated delivery date, you needed to open an item not received case and you had 30 days to do that with eBay.
Did you open a INR case? Did you return to the case after 4 days and ask eBay to step in?
How about returning here and telling us the entire story with all details in just ONE message?

You would need to file a chargeback with the credit card , bank or what ever you used to pay for your item to get your money back. Because once you close a case with eBay you can't open another.
You had 30 days from the last estimated date of delivery to file and ITEM NOT RECEIVED CASE through eBay. Instead you opened a return with nothing to return. Not sure why you would do that.
So now you only option is to file a chargeback with Apply Pay..

My post is not the "solution", just guidance to head us in the correct direction.
If possible you should "uncheck" it as the solution, and choose another.
Post 13 by ebooksdiva is a better choice for the "solution".

I discussed with the official people and they told me to wait until July 1st and if there is no news yet, they will give me a new refund request, should I do this, but I have not been able to contact the seller, this scammer
