How do you go about return for an exchange when the return is past 30 days?

I would've done the same. Decline and wait for message response; then and only then would I send replacement after response and return of 'old' one.
The customers phone number is shown on the order; you could also try calling them (after you decline) if you wanted to; as you stated, new members may not even know to look at messages

If you're going to do an exchange, just tell the buyer to ship it back.
There's nothing you can do on Ebay.

If you are a buyer then send seller a very polite message asking them to accomodate an exchange and that you will pay postage cost to return the item and also pay postage cost to seller for sending the exchange item.
If you are a aeller then I would recommend that if buyer opens a return request/case on eBay then deny this case and send your buyer a polite message advising that you will accomodate an exchange and advise buyer to send the item using a tracked & or signed for service and for buyer to send you a photograph of package showing your address and tracking number and if you want buyer to pay postage cost of you sending the exchanged item then you can also ask him to pay this to your Paypal account.
As a seller I feel it is always better to help your buyer if you can as this helps avoid charge back claims and outcome of such cases is never precictable.

As a seller I feel it is always better to help your buyer if you can as this helps avoid charge back claims and outcome of such cases is never precictable.
I keep messaging buyer without response. He opened return request almost 2 months past delivery date. Case is open because I don’t know how to handle it. Buyer doesn’t reposnd to multiple messages. I will decline due to it. I offered the exchange. No reposnse. Buyer has 2 feedbacks but knows how to navigate ebay— I think. So he either is using 2nd account (and gets no notifications on his devices ) or he completely is out of clue what he tapped when Ebay sent him solicitation to complain about seller —just like they described in other thread about it. The thing is that maybe he has problem —thencommunicate because I can help troubleshoot -it maybe fuse in the car, or dirty knob or something— i don’t know if he doesn’t write.

Since they filed for a return, you can accept it, but the only option you'll have is to refund the buyer when it's returned.
Since the MBG has expired, shouldn't have to worry about them asking Ebay to step in.
If they won't message you back, not much you can do.

If return case is remorse and you are not liable for return postage then I would accept the return.
If you have the option to accept or decline then you can leave the case alone and this should time out as buyer should not be able to escalate the case to eBay's resolution team as 30 days return period has expired.
If your funds are on hold due to case and amount is substantial and or needed by you then declining the case should result in return case closing and funds released to you.
Noted that buyer is not communicating and he may be embarassed as he opened return case for the wrong item.

I spoke to customer service and was told that buyer clicked one of the solicitation emails sent to buyer to complain/return items such as one it]n the picture from another seller/buyyer thread here in Community. Maybe he has done so out of curiosityor by mistake. I declined case as Ebay doesn’t give option exchanges and buyer is not communicating. If you read the whole thread I alreday stated all that and as of todaynoone messaged me.

since they filed and didn’t respond, i declined the case as mentioned in this thread earlier. Ebay doesn’t allow exchanges only refunds if case is approved. If I approved it than ebay could force refund. Hope that helps you . Have a nice day

They do allow exchanges (at least they did), but you have to set it up in your return policy.
The buyer can choose refund or exchange when they file for a return.

It is used car part category. You can’t prevent buyer issues. Not every buyer diagnoses cars and not every buyer has them installed professionally. Some buy to diagnose car , some pick part incorrectly, some think the part is broken while it is not, some lie to refunds and sometimes part fails. It is not pottery or postcards - either lime it or not items. Parts are expensive and hence the issues arise.
