I created a return shipping label for a customer. They then let me know they don't have access to print the label. eBay support told me that I can purchase another label as a QR code that they can use at their local postage office, but I can't find how to purchase another label on eBay. First time dealing with a return if you can't tell!

As long as a label has been provided, that's all you have to do.
It's up to the buyer to find a way to print it.

When you say you "created" a return label - was that by going through eBay and approving the eBay-generated label? If the answer is yes, then eBay gives the buyer a choice of printable label or QR code. All buyer has to do is select QR code and bring their phone to the PO so the clerk can scan it and print the label for them.
If you intended to say you created a label off eBay then you'd have to go to the label platform where you created the label and see if they even offer a QR option. But you're not required to do that. The label has been provided, your job is done.
Suggest the buyer use the QR code if it's an eBay label, or let them know they can print a label at their local library or Staples or they can ask a friend with a printer.
If the buyer says they don't have a smartphone to bring the QR code to the PO, this tells you how to print a label at the PO's self service kiosk using the 8 digit ID that comes with the QR code.
