Refused refund on purchase not received , post office flagged item as delivered ( although not to me)

Very vague; but let me guess. Your a seller and a return was coming your way and tracking shows it was delivered and now you believe you don't have to refund? Not true; even if you didn't get it- you have 48hrs to refund or ebay will do it for you, NOT refund your fees for that return AND ding your metrics for not taking care of your customer.
If my guess is wrong- nevermind.

Go back to click RETURN THIS ITEM for the MISSING PARTS OR PIECES reason.
After 3 business days, if you still don't have a refund, go back to click Ask eBay to step in. If you get a return label, put exactly what you received in a box and send that back for your refund.

I had this happen. But turned out buyer used a fake label with the tracking info for my label. It wasn't until I got that info from USPS that I got they money I refunded the buyer back from eBay.

Look at the reasons on the list: Every reason, except one, has something to return.
But what does eBay expect you to return, for the MISSING PARTS OR PIECES reason?
1. If you ordered 5 books, but only 4 are in the box

Sorry to hear that, INR's are a pain when the package shows falsely delivered.
Had an issue with a scam seller one time who provided 'Delivered' tracking because he sent a dummy package to some address with same zip code. eBay completely denied my claim, but luckily with the CC I was able to get my money back. I showed them the item I purchased, and the tracking he provided and the weight was significantly different (only 4 oz first class package) for an item that weighs more than 1 lb.

Go to the PO and have them give you something in writing from the PO stating the tracking number xxxxx is not to your address. Then appeal. eBay is very aware of the false address in the same zip code scam.
If the PO says tracking is to your address then someone could have stolen it.
The advise to file a not as described case is wrong because you 1) can't say truthfully it's not as described if you never received the package, and 2) you don't have anything to return.

Go to your PO and have them check the tracking and see where it was delivered and if it was addressed to you.
If it was misdelivered, they can try to get it back.
If they say it was addressed to some one else, get it in writing and use the letter to appeal the case.

So, you received an item; were unhappy with it and returned it to the seller.
Did seller have to give you a shipping label (so much info missing- does seller do 'free returns' which means they give you a shipping label' or....did you open a Not As Described return, which forces the seller to give you a label, or did you just do a 'remorse' return' where the seller accepted and you have to pay for return shipping or or or....)

OP (which is buyer) did NOT open an INR; they are stating they shipped BACK the return and.....
