Either disposed of or reclaimed and re-sold by eBay depending on what it is. I doubt you will get it back.
But you get your funds, the buyer gets their funds, so shouldn't be an issue. eBay is on the hook here, so how they choose to deal with the item is up to them. They essentially bought it.

Neither. You get to keep the money the buyer paid you. You do NOT get the item returned to you.
Items that can't be shipped internationally are usually SOLD to specific sellers who, in turn, will list them on eBay for sale. They will use the details (title, description and photos) of your original listing when they relist the item ... so you can look out for the relisting if you wish.

Disposed of. However, you get to keep the payment and the buyer gets a full refund. The down side, is the buyer does not get the item they wanted. Just what was it?

You have the payment. Thats all that you are going to receive. Either ebay gets dispose via a process similar to a vendor returns pallet at wholesale aucton or customs seizes it & disposes of it for ebay. Either way - item is gone.
