2 weeks after buyer received item, stated he wasn't happy and wanted a refund/return item. First time using this feature, I accepted a return and issued a refund. Not realizing the refund was instant. The issue was marked as closed. The buyer claims he can't print off the shipping label that was sent and mow wants me to reimburse him on shipping. He now won't ship the item until it "clears". This has been a nightmare. The item is worth approximately $700. Now he is bidding and winning another item. I told him I won't ship it until I get the return. He doesn't agree with that. How can I get help with this? The return is marked closed but it is certainly not!

Sorry, as soon as you refunded the buyer, it closed the case.
If you want the item back, you have to send them the funds to cover the shipping or a shipping label.
If they won't send it back, not much you can do.

My guess is that the buyer has no label to print since you refunded. Why not offer to front the buyer for shipping?

I would offer to purchase another label and send it to them. As others have said, you refunded them which closed the case. Unfortunately now you are dealing with the honesty of the buyer. They are getting a refund and still have the item. Obviously the right thing for them to do is to send it back to you. If I were in your shoes I would contact eBay. Not sure they would help you because you made the mistake. Given the price of the item I would not settle for letting it go without doing all that you could to get it back.

@antiquestrainstoys Also considering the other auction, you can cancel his bid, block him. Sounds like a scammer to me...or just a jerk.

He claims he's sending it back after 5 business days for the refund to appear in his account. Today is day 3. If he doesn't send it back I'm blocking him. I feel like he wasn't planning on returning it anyway if I jad done it the correct way. That is waiting to receive the item, then issued the refund. He wants the money first.

It all just seems odd. He didn't contact me until I listed another train engine. It's like he has buyers remorse. He even asked if I would exchange it with another train! I told him no, he would need to bid on it like everyone else. So he then offered to return it. I said okay. Then we get this mess. And he's the high bidder again. If he wins I won't ship until I receive the other one. Otherwise I'll block him.

You might want to take a moment and review eBay's information about this. You are not required to refund until/unless you have received an item back, unless you just want to refund and allow the buyer to keep the item.

I was going to refund him partially original. It looked like maybe $30-50 of damage. Not bad. I offered to refund $100. He insisted on a return.

I don't understand why he's getting so upset. I already told hom I will reimburse him for the shipping cost yet he's acting like I'm ignoring him.
1. Go to PO and ship.
2. Send me a message with tracking and shipping COST.
3. I send him the money when it is confirmed it has shipped.
And he can't do any of that? I've almost given up at this point.

I'm sorry but I think you are handling this completely wrong, and I understand why the buyer is becoming upset. He doesn't know you; you are a complete stranger to him. Why should he trust that you will follow through on what you are saying? I don't mean to offend but this is a financial transaction over the internet between two perfect strangers living in different states. There is no trust and there shouldn't be. That's why the policies on this platform need to be followed, for the protection of both parties.
I get that you now understand you refunded too soon, but that was your error, not the buyer's. The buyer doesn't need to rely on your word, you now have to go on a limb because frankly you started this by making an error and refunding entirely. I'm sorry, I know this isn't what you want to hear but you are making this worse than needed.
On top of all this, you have now upset your top bidder on your current item. How well do you expect that second transaction to go? This is a runaway train heading towards a dead end. Best of luck to you....
