New eBayer purchased an item on 8/15, it was delivered and then it was returned as “Addressee Unknown” per the USPS tracking details (yet it has an insufficient address on the USPS return sticky label). In the past, I’d normally just refund the buyer due to “bad address” and eBay would credit back my fees. Yet, that is no longer an option. I haven’t heard anything from the buyer. Do I issue a partial refund minus eBay fees (seller fees plus a promotional fee) and shipping? And if so, what reason would I select? (Item not received?)
or do nothing until a case is filed by the buyer?

You could initiate a refund for problem with buyers address, if you feel strongly enough that you need to do something right away. Pretty sure that only allows you to issue a full refund though, not a partial.
(and in all honesty, I'm not even certain you can do that once you've shipped.)

If USPS tracking shows it was originally delivered, the buyer cannot file an Item Not Received refund request. As well, when tracking shows a delivery problem, eBay considers it delivered.
But if the buyer is still able to file a case, they are not covered per policy, eBay will close the case without a refund, and feedback is blocked/removed if already left.

The buyer provided an invalid or incorrect address at checkout

After that @kimberlkelle_24 you can decide how much to refund the buyer, or not at all. Or request additional postage to reship outside of the already-closed case.
