Can I get a refund considering the situation? Or at least warn eBay of this scummy scammer?
You have 30 days from the last given delivery date to file a case with eBay. If you missed that, and paid by credit card, contact your card company or the payment service you used.
If you used PayPal or a credit card you can try there. If the seller has a history of items never showing up you should always look into that before buying.
You had 30 days after the last estimated delivery date, not 30 days from the date of sale, to open an item not received case. And you could've opened it from any place, including Madagascar.
