Hello,
I issued a refund 6 months ago (2023 september) after agreeing on with the seller that he will take a defected item back and give me back my money. My local post office said that the defected had reached the seller successfully. It has been 6 months from that message and I have not received any notes from the seller yet. Am I getting scammed or is it that I was too late to file for a refund (the refund window closed 2023 march) ?

Yes it was too late. You only had 30 days after you received your item to file a return. Whatever happens with you and the seller after that is not covered by ebay. It's likely the seller was lying to you if you did send the item back and the seller hasn't refunded you. Sellers have a time window on when they can issue a refund and I'm pretty sure it's less than 1 year March 2023 - March 2024. The seller would have to pay you back in some other way which makes it more complicated.

Are you saying the MBG had expired in March and you shipped it back in September?

You probably should start over: You stated that YOU issued a refund 6 months ago. However, it appears that you were the buyer, not the seller. And also it does not appear that you WERE issued a refund.
You had 30 days after receipt of the item to open an item not as described case. If you did that, then you needed to return to your case and ask eBay to step in if the seller did not respond in 3 days.
You are not "getting scammed", you probably skipped a step somewhere.
And if the refund window with eBay closed in March almost a year ago, you are too late to receive any resolution.
How about reading the MBG for buyers so you know how to handle this if/when it happens again?
