I purchased an item from a Chinese seller.  Upon receiving g the item I immediately noticed  the item did not meet the item description and posted pictures.  I requested a refund or replacement.  Vendor has said shipping will not justify cost ($29) of the return and has offered to refund portion ($15) of the total price.  I am now stuck with a product I don’t want and not pleased I will not get full value refunded.  What is my recourse?

Have you accepted the partial refund? If not you can decline the partial refund and let your INAD claim proceed.

My refund currently shows that the seller is waiting for my returned item.  I have requested a return label and this is where it stands….waiting for return label. 

Can I just challenge with my credit card company and let them address this?

The seller from China can't provide a return shipping label, they have to send you the money to pay return shipping.

If the case has been open 4 days, return to it and see if you can ask Ebay to step in.

You do have that option, but I'm with Ken... delay that until you're done with your eBay claim. You'll be made whole.

Your seller in China has no way to send you a return label.  In this particular situation, the seller will either have to Paypal you the funds to return the item or to refund in total and allow you to keep the item in question.

So I should return it on my own dime and expect that I will be reembursed for the purchase and reembursed

No. The seller has to send you either a prepaid return label or the funds for you to purchase the label or they could opt to refund you without requiring a return. If the seller doesn't do one of these within 4 days from the date you opened the INAD claim you can ask eBay to step in. If it comes to this you'll get your money back and likely get to keep the item, the seller will get a defect on their account.

Incorrect - sellers in China can buy labels, download, and send to buyers for returns.

If the seller has approved the return, you may not see the ask ebay to step in link after 3 business days. In that case it is best to contact customer service and explain the situation. They will contact the seller and give them x number of days to refund, provide a label or proof that they paid for return shipping.  Since your seller already said that it isn't worth paying for return shipping, you should eventually be refunded in full.

Are you referring to buying a label through an international courier?

They can't buy one through USPS.

@drogorcl "has offered" is the key words here. 

 

Just open a return for 'not as described' and follow prompts. Seller must provide you with a shipping label or pay you for one.

From the seller side, are they able to apply a refund to the original purchase?  This seller is asking for my PayPal acct to initiate a refund.

No, the seller has to send you the money to pay for the return shipping.

If you pay to return it, you won't get that money back.

They are asking for your Pay Pal email so they can send you the money for the return shipping.

The refund will be through Ebay.
