I am trying to return an item but "confirm return" button won't light up after I state the reason for the return. What could be the problem? Thanks

For now @jassad50 eBay has chosen some buyers to test a requirement to add photos before submitting a return request. So just get some pictures to add to your return.

This is how you could contact eBay
Open an eBay page
Top left corner, click on 'help & contact'
Click on 'buying'
Bottom of the page, left side, Click on 'returns and refunds'
Click on top of the page 'return an item for a refund '
Go to bottom right of the page, in very small print click on ' have us call you'
eBay will call you in 2-9 minutes
You have a software issue

I just had the same problem and had to contact an assistant through chat. She initiated the refund for me, and told me the reason the button was grayed out was because:
The reason why it was still grayed out because the estimated delivery date of the item to you was September 12,2022 however you receive the item earlier.

I am having the same issue. Even if I add a picture they confirm button stays gray/ won’t confirm return
