I am trying to return an item but "confirm return" button won't light up after I state the reason for the return. What could be the problem? Thanks

In the "view the return status" section it says that if I havent recieved my refund by Oct 4th., 'ask us to step in for help' but I see no "ask us to step in" link/button. So, how does this buyer's guarantee really work? Thanks
