A US buyer with a US address has requested a return for "item does not fit." We offer free returns in our store. When we accepted the return, we did not receive an option to purchase an ebay label as we always have in the past, it only gives us an option to upload our own label, confirm we already sent a label or to confirm we can't send a label. How do we purchase an ebay label so that they buyer can return the product to us?

Google @flippingfrocks the address you originally shipped the buyer: It's likely a reshipper to overseas, a freight forwarder, and your buyer is not from this world.
If so, your buyer is actually disqualified from returning the item from the freight forwarder's address or from anywhere in the world, regardless who pays for return shipping, because as soon as an item is reshipped @bauble-babes there's no more eBay Money Back Guarantee coverage for a return then a refund.
If you wish, you can contact eBay to close the return request because the buyer is not eligible for MBG. Or you can purchase at USPS Click-N-Ship, PayPal, Pirate Ship, etc. and upload a label for a return from the freight forwarder's address, then the buyer must first ship the item back to the freight forwarder.
