I bought an item, and picked it up a couple miles away. The seller allows returns. I want to return the item, but eBay requires me to pay $59 to ship it back. And I have to pack it, as it wasn't packed for local pickup. For a $93 item the unnecessary return shipping is exorbitant.

If you prefer, you can provide the buyer with another method of returning the item. For instance, you can offer to pick up the item in person or let them drop the item off at your closest store. If you want to provide an alternative method of returning the item, simply select Confirm you will facilitate the return from the View return details section.

Too late for your suggestion. In the return dialog, had I clicked forward I would have been charged the $59, and had a useless mailing label. So I had to canceled the return. Now it can't be reopened.
eBay knew it was a local pickup. The option to return locally should have been an option. eBay's programming has plenty of flaws. At least they fixed the one, where if a seller refunded your shipping, eBay did not refund the sales tax they collected on it.
