Issue resolved. I was able to get in touch with someone at EBay. They said it was a glitch, and that they would refund the money. Thanks to everyone for your help! 😁

There are a couple of reasons your refund could be less.
You returned for fit so seller is allowed to deduct shipping charges for the return unless they had free returns.
Do you know if they had free returns?

Do you know how the return shipping was paid for? An item 'not fitting' is considered a 'buyer's remorse' issue ... and the buyer usually is required to pay the return shipping UNLESS the seller offered 'free returns' in the listing.
There would be no reason for eBay to keep any money. eBay just doesn't do that.

Was the item a filter? You bought from 2 filter sellers, both of whom have free shipping and free returns so if one of those was the returned item, your refund should have been for the full amount.

They did have free returns and the lady told me she gave me a full refund. Someone sent me a way to call them back, so I'm trying that. 🙂

If you had to pay return shipping and used a label provided by Ebay, the shipping charge would be deducted from your refund.
