I have read the material and nothing answers my question.  How can I have a discussion with customer service rep?

You can do eBay's Have Us Call You 

You won't call them, but they'll call you. Have your device close to you so you don't miss the call. You will speak to a real person, not a bot.

Well... it's not a discussion , but you can exchange intelligible emails with qualified Customer Service Reps by starting with a message on the eBay facebook page. The folks you find there have the ability and resources to actually assist you.

And, as @stainlessenginecovers suggests... the info gathered here is from folks who have probably lived it.
