International Return Customs Refund

I purchased an item from a seller in Canada and I'm in the US. 

The item's condition was not as described in the description or portrayed accurately in the listing photos, and after we couldn't agree on a partial refund, he agreed to give me a full refund plus shipping costs if I returned it.

I shipped it back via UPS standard international and I had to pay a customs fee on the return. Is the seller responsible for the import duty since he insisted on the return despite his policy and he accepted the reason for my return?

It's rarely a good idea to use UPS or any courier to send an item to Canada because they do add on brokerage fees and some other extra fees.  However, I'm confused as to why you would be paying any customs fees for the return.  Normally they would charge the receiver in the other country those fees. Why were you charged for them?

I've never had to return an item before, but now that you mention it, it probably was a brokerage fee. I was charged for it by UPS. About $23

Because of USMCA agreement there are no tariffs on most items. Plus you wouldn't be paying Canadian customs, reciver does 

 

You paid someone Handling Fee for shipping the item and your convenience, on doing the paperwork. However, the paperwork is very minimal in this case

 

Anyway, it's all done and you paid the fee. It's all up to Seller to pay you or not

Yep, but you already paid something you didn't have to.

 

Did the seller send you money to cover the shipping already?

 

If they haven't, you most likely never will be re-imbursed.
