I'm at my wits end. I sent out a very expensive item to a relatively new buyer on Ebay - it was sent to a freight forwarder in Delaware upon looking at the address. Immediately once it was "received", buyer opens up a return request that they no longer want the item, which is fine. The buyer then uses the return label and sends me a package that originates in Missouri like a day later, so right away I get a strange feeling about it.
Sure enough - I receive a very small package with two bottled waters inside. I video'd everything - from receiving it from the UPS driver, whom I explained, and opening it. On top of that, I called the freight forwarder with the original shipping label information, and they informed me they received the item and shipped it off to their customer. On top of that, I contacted UPS about the return label - and while they do not verify weights, they DO verify the item dimensions for billing purposes, and they provide the dimensions of the small box I received. And the buyer never communicated after their original return request - didn't respond to any of our messages stating that we received two water bottles instead of the laptop they ordered.
So to recap:
(1) Buyer impossibly returns an item shipped to Delaware, from Missouri a day later.
(2) Freight forwarding company confirms they received correct item and shipped it to their customer.
(3) UPS verifies dimensions of tiny box that could not possibly contain a computer.
(4) Buyer doesn't say a word the entire time or respond to any messages.
Provided all this evidence to Ebay - Ebay refunds buyer. How is this even remotely possible?! I could potentially understand a LITTLE if it were a he said / she said situation. But there's literally tons of proof here that fraud was committed. It's as if they didn't pay attention to ANY of it.

Robots do this. It is possible because a robot cannot read your evidence. All the robot sees is that the item has been returned and you didn't refund ... so, the robot takes over.
You need to appeal the decision, and work with some competent customer service reps. Go over to eBay for Business on either Facebook or Twitter.

Run, don't walk to facebook and send a message through the eBay facebook page. Qualified Reps will contact you quickly through intelligible emails. You can reply to them, you might be transferred to another Rep, you can even escalate your issue to decision makers. It may take 3 different emails to 3 different Reps, but what else are you doing tonight?
Hints: be as clear as you recapped, continue to keep emotion and facts separate, keep your eye on the prize.
All we sellers can empathize, and hope you are made whole. Dang...

Thank you both for the advice - I will attempt to contact alternative Ebay reps that you mentioned.
I don't believe robots made the decision, though. Before the decision was made, I was manually asked to send in an affidavit so it looked as if a human was reviewing it.

The sad of this case is it shouldn't even be possible, but the buyer likely just "used" the freight forwarder to cover up their own address which, it stands to reason is in Missouri... Sadly as well is, we still don't have an actual address other than that of the freight forwarder, and that a buyer can ship back a return item from basically anywhere USA...
That and the buyer probably just took the laptop to a pawn shop, got $50 for it and went to go get high...
But the saddest of it all, is if this scam takes off we're all in trouble.

LOL - yeah we tried that route about 2 years ago for a somewhat similar case. It's an absolute waste of time as they don't pursue anything like this, and that's according to the police. The only good that does is if someone (like Ebay) needs a police report.

Contact eBay Customer Service through @AskeBay on Twitter. These agents are REAL HUMANS you can talk to and not robots.
Sufficient proof would include the dropoff receipt that reflects the weight of the computer when it was shipped to the buyer.
