Buyer received boand contents damage on arrival and wants a refund. Value of item was $75 plus $16shipping. Item was covered by usps upto $100. Question is how do I procede? TY

Per eBay rules, you the seller refunds the buyer. Then you try and take it up with the shipper about any insurance. The buyer is not required to assist in the claims process however. Unless it was packed very well, they often won't pay anyway stating poor packing.
Act quick to avoid poor feedback from your buyer.
I see it looks like the door stop that got broken.

Ask the buyer for a few pictures of the item and package, then refund the buyer.
Have the buyer hang on to the item and package so it can be inspected.
You file a claim with the carrier.

Refund the buyer after item returned....not before...did buyer ask for a partial refund?...just curious.
Buyer doesn't have to show photos of damage...some buyers do out of kindness.
Insurance is for lost items usually....not for something damaged...poor packing by the seller usually even though it was packed with tender loving care by the seller.
The quicker you do something the better chance of a fair feedback from this buyer.
