Are you saying that are returning an item and want to know how to get the VAT refunded? If so, you should be refunded the VAT when you are refunded for the item.
Or is the problem that you had to pay VAT on eBay and again when you received the item?
You can contact customer service on eBay, show them proof that you paid for it twice and they should send you a refund. I don't how easy and quick that is to do but if I were you, I would do it through ebay customer service on Facebook or Twitter by sending them a message.
