Have a weird case here. Buyer has single digit feedback rating. Bought another item from me, had me cancel because they "used the wrong credit card", asked for me to post back up, they never bought it again.
Now they have received a different (earlier purchased) item they bought from me. Prior to purchase they asked a million questions, I sent more photos, took careful measurements, answered every possible question. They purchased the item, I sent it to Oregon. Now they say it was not as described and want a refund. Rather than waste more time, I issue a return label and they thank me. 14 hours later they come back saying they are in Thailand. I need to provide them a label, or pay them for return shipping from Thailand!
I don't deal with direct overseas shipping. What is eBay's policy in this case?

I expect that Oregon address was a freight forwarder. The usual process is to provide the buyer with the funds for a return label to the ff with PP. Thats up to you.

As a seller all you need to do is supply a return label from the original shipping.
You sent the item to Oregon and the label to return will be from Oregon.
The buyer needs to figure out how to get the item to Oregon and to you.
They used a Freight Forwarder.
It is not up to you to supply return shipping from Thailand.
Supply the label as you did and it is now the buyers issue to return.
I would add this buyer to my BBL, but thats up to you.

You need to contact customer service and tell them the buyer used a freight forwarder to have the item reshipped which voids their money back guarantee coverage.

Tell the buyer that you pay shipping from the address you shipped to.
They have to pay to get the item back to that address.

Thanks for the replies everyone. I issued a standard return label right away (from the shipping address in Oregon). Now they closed the case. But somehow I don't feel its over. I may just risk the potential negative feedback and let stand firm if they attempt any other games.

Oh yes, I blocked immediately after issuing the return label.

No @mattashine it's worse. Your buyer is likely going for a credit card chargeback with the seller promised a refund, but no refund was issued. And since you can't prove that you DIDN'T promise a refund, they will prevail.
Plus since you didn't win the case (the buyer closed the case, not using the prepaid label, not returning the item) at eBay, you don't have seller protection (only protected if you win then the buyer files the same case at their funding instutition).

I accepted the return. Even provided them with a prepaid return shipping label. They would have had a refund in hand if they simply returned the item. Instead, they chose to close the return.
