I would like to dispute case #5316801627. The buyer stated that the item was damaged in shipment. There is shipping insurance on Priority Mail. The item was not damaged when I shipped it, the item was packed properly, why should I have to get a damaged item back. The Post Office should pay for it, they damaged it. If the item is damaged beyond repair I will loose $173.00. How is that an amicable way to do business.

You as the seller are responsible to get the item to the buyer as listed.
USPS "insurance" is for YOU the seller.
You have a couple choices. Refund the buyer and allow them to keep the item without returning.
Send a return shipping label and refund once you receive the item back.
IF the USPS has documented the package was damaged by them you can file a case with USPS and ask the buyer to take the item and packaging to the PO with the case #.
BUT you will still need to refund the buyer in the eBay case in 3 days. If you are waiting on USPS or .... doesnt matter, eBay will refund the buyer for you.

This is cost of doing business.
You can file a claim with the USPS, however they will most likely blame your packaging.
You can't dispute the case against the buyer though as buyers are expected to get as described items non damaged.
Your best bet is to write it off on your taxes and move on.

You can dispute by asking eBay for help but eBay is going to give you a defect for having a case unresolved by the seller if you do that and eBay will force the refund.

The buyer doesn't have a deal with the USPS, you do.
You refund the buyer and then file your claim.
Insurance is for you. The buyer has the MBG.

Because the buyer played for a non-damaged item
The Post Office should pay for it, they damaged it. You bought the shipping, you can take that up with USPS. No one is obliged to do that for you.

Amicable is not a term familiar to online sales.

Ask the buyer for a few pictures of the item and package, then refund the buyer.
Have the buyer hang on to the item and package so it can be inspected.
You file a claim with the carrier.
