For the past several weeks, I have been receiving small black packages containing 4 small hubcap covers for different car makes. They come from different people in different parts of the country. I didn't buy them. I have no idea how someone got my name and mailing address, but they keep sending them to me. They all have ebay return ID's and Order #s on them, but when I look them up, they don't exist. I have been putting them back in my mailbox and writing "Return to Sender" on them, but I keep getting new ones. How can I get these mailings to stop????

OP, an overseas seller is using you as an eBay return address, to avoid defects should they refuse the return, and to avoid paying for return shipping back to their country.
Return To Sender just reverts the package back to the buyer that returned the item (but already got their refund) so just throw them away.

This reminds me of that spate of mailings a year or two ago where people were receiving envelopes of seeds and hardware pieces like nuts and bolts, with sketchy return addresses.
I would notify my local post office and find out if something can be researched , if possible. At any rate, just to let them know its happening in case there's an open investigation of this issue in the event it may be more widespread.

That's because free shipping, free returns gets higher placement.
But for free returns, eBay is only able to issue the automatic return label if the seller has a domestic return address. So the international seller is playing the odds, provides a random domestic return address, and betting that many buyers won't return anyways.
