Hi, I can't seem to find how to handle an exchange. The item (monitor) I sent to the buyer was damaged in route by USPS. Instead of a refund, I am exchanging the damaged one and want to send him another new item (monitor). Does anyone know how to handle this?? Any help would be appreciated!

There is NO way to 'handle' an exchange. You simply refund the buyer and have them 'purchase' again.
Know that USPS seldom pays for 'damage' to things
Know that once the item is REshipped, IF there was a chance for USPS to insure the damage, it will NOW be voided.
Is it worth the $ YOU have to pay to get a broken unsellable thing back? Just ship the buyer a new one, but ONLY after they have 'closed' the return case (did they open one?? if not, they need to so they can't 'do it again' after you ship a new one.

It depends, has the buyer filed an INAD?

What would happen if the seller sent a new one and something was wrong with that monitor as well? The buyer will have closed their case and be forced to do a chargeback or go to PayPal if possible. Wouldn't the buyer be on the hook for return shipping if PayPal was involved?
