I have tried numerous times to get support. the only way apparently through chat and when it says it will have an agent call me in 1 min, no one ever calls. My phone number is correct, I have my ringer on, I'm accepting unknown callers, and the phone never rings. I just get a "no reply" email saying I missed their call. But there was never a call. I need a buyer to ship back and item they are returning. I made the mistake of refunding them before they sent it back and not I can't get an ebay return shipping label. How do I resolve this?

If you already refunded then buyer isn't required to ship back

Sorry, if you already issued the refund, the case is closed and there's nothing Ebay will do.
If the buyer will return the item, you'll have to buy a label somewhere else and send it to the buyer.

Yeah, I'm aware of that. That's not my issue. He's willing to ship it back. I just can't get a shipping label through ebay with him a the sender and me as the recipient. The core problem here is that I can't get a real person to talk to or even email.

Thank you. Social media might be the best way, then. I've tried asking Chat to have an agent call me at various time on various days and no luck. Everytime I get no call. They are just not calling me. They have no problem texting me a security code so it's not my phone. I don't even see live chat during the day anymore. I tried email but the website told me it had no email support available for the category of "Return shipping of a sold item." All I want is to get a shipping label. It used to be that an agent could work around certain issues to help with things like this, but it seems they really don't want to support their sellers anymore. Facebook support was always difficult but it is easier to contact them now. Maybe it's time to close my store here. I'm pretty fed up.

The others are right, your case is closed since you refunded, and Ebay cant help you. You can offer to send the buyer the shipping fee thru Paypal if he is willing to do that.

Right, the case is closed and you won't be able to provide a shipping label through Ebay and CS can't do anything about it even if you did contact them.
You need to buy a label on another site and send to the buyer.
