I need to return an item. The seller has approved this return. I really need to purchase a label from eBay. The drop down does not offer this option.

Do as shown in #1 above- buy a return label from YOUR preferred carrier. So you have to go to UPS or Fedex or Post Office and purchase a return label, affix it. (you can also purchase a label at usps website)
Then, do #2- 'submit' the tracking number on the 'return case' (if you do not, then #3 may not happen and #4 cannot happen as there would be NO proof the item was 'delivered' back to the seller.
NOTE THAT; with a 'tire' of that size, the 'cost' of a label may be as much as you paid for the tire, you would net $0. Be sure to input the correct 'box' size (and find a way to box it up) or try at a UPS store to see what it would cost.

There are 2 problems: 1. the item may exceed the weight/dimensions for USPS and 2. the cost of the label may exceed the refund amount (item cost)
For both of those reasons, you will not be able to purchase the return label through eBay.
Was the tire shipped shrink wrapped? In a box? Loose with a label stuck to it?
What are the weight and dimensions?
Based on that info I can point you to which carrier(s) will ship the tire - though to be honest, it may not be worth it. You might be better off selling it locally for cash.

Shoot, what a mistake.
The tire was shipped to me by FedEx. It's marked 25x25x9, 20lbs. No box or wrap.

Will cost $119 USPS Ground Advantage with Ebay discounts (10 lbs- 26x26x9) if going coast to coast.

That's within the weight and dimension limits for all carriers: USPS, UPS and FedEx.
UPS and FedEx will hit you with surcharges for shipping a tire that's not in a box. Because it's oversized that will increase the ship cost for all carriers.
What are the ship from and ship to zip codes? I can get some estimates for you and you can decide if it's worth shipping back.
Edit to add:
For USPS Ground Advantage, based on dimensional weight, the cost will range from $30-$90 depending on distance traveled, and that's before you tack on the $22 surcharges for length and volume. So really the range is $52 - $112
That's the online discounted rate. Much higher if you buy a label at the PO.
I can check UPS if you want, but based on the expected refund of about $64 (+tax), after paying for shipping you will be less out of pocket selling it locally, as I suggested earlier.

I have a UPS account. I think it was $70 so that's a no-go. It's a $65 item.
