Highly Rated Seller scammed me

I bought an action 5 from a seller and they sent me the 4 and gave me a full refund.

When I ordered it a second time and it came like a mess, but I actually got the action 5 this time, I returned an item and waited for my refund. I just got an email that the return has closed and they deducted $150 from me, claiming I sent the item no in it's original condition, to get back at me on the first order. They are lying and how can an ebay store with 200k items lie like this. What can I do to get help because they stole $150 from me.

The return is closed nothing you can do.

It seems a seller that size might be TRS and have the ability to retain part of the refund money.

You already purchased from them once and had to return, why would you buy from them again?
