How do I get help with a refund? The seller has acknowledged the package was delivered to the wrong address but won't issue me a refund to the item I did not receive. I filed with PayPal but since the seller can show a tracking number they will not refund me either. I purchased the item as a guest so it does not show in my account. I am out over $80 and had to purchase the item from someone else as it is a gift for my grandchild. Please help with any information.
