I had an issue with a product purchased from a seller in germany. Once I got the package with the product found it to be faulty. Shipping from my location in Mexico city to germany is more expensive than the cost of the product I purchased from him. As we could not agree on a settlement, the seller closed the return and created a case. However, the case remains open with no update from ebay for over a month now. Not sure how I can handle this.. it seems there is no way to contact ebay to request a response to the case. Any suggestions?

Check tracking and see if it says delivered to you. This is how you could contact eBay
Open an eBay page
Top left corner, click on 'help & contact'
Click on 'buying'
Bottom of the page, left side, Click on 'returns and refunds'
Click on top of the page 'return an item for a refund '
Go to bottom right of the page, in very small print click on ' Chat with us'
You need to chat with eBay and explain your case

Your best action would have been to open an item not as described case with eBay.
The seller would have been required to reimburse you in advance for the cost of returning and to refund in total when he received the return. No case remains open for over a month.

You don't need to contact eBay. You are protected by eBay's MBG IF you use it correctly and in a timely fashion. If that's blown past, you can open an NAD case with Paypal if that's how you paid.

It's clear you did "open an item not as described case with eBay" so you cannot open it again. And then your seller closed the return to open a case.
If we don't know how eBay works, we cannot, should not try to help.

Sellers cannot close a return.
They can 'answer' a 'not received' case by entering the tracking number and ebay will close the return in favor of the seller.
The only 'other' way a return gets closed is if the seller approves the return with buyer shipping item back and the buyer does not ship it back.
To force a seller to pay for the return shipping label, the case needs to be a 'not as described'. Any other type of 'return case' will revert back to the statement above.

My guess is that the seller approved the return but did not provide a label or send the money for the label to the buyer. When that happens the buyer has to contact ebay to say that the seller is not providing return shipping, otherwise ebay assumes that the buyer has received the label or money. If they don't contact ebay before the time to send the item back is up the seller can ask to have the case closed because the item wasn't returned.
It might be too late now as you should have contacted ebay earlier but try to contact them through Facebook or Twitter by sending a message and explaining that you were waiting for the seller to send you money for return shipping and that's why you haven't sent the item back. I'm assuming that is what happened...if not, you'll have to explain them why the item hasn't been returned yet.
