I ordered a scooter a while back and it never shipped and after contacting the seller multiple times they have not responded. I tried submitting for a return request thinking this might act as a way to cancel the order but realized it wasn’t and closed the request. Now it says it’s too late to cancel my order I think because I already closed the return request but I don’t have the scooter. Any tips to help me figure this out?

Buyer opened a Return Request and closed it. That's what this statement says. We know, Buyer didn't open a Return Request because Buyer hasn't received the item yet. Buyer only could have opened an Item Not Received request
Hope you're with me so far!
However, the request was closed by Buyer. Once Buyers close requests, eBay's software thinks; all is well with the transaction. That will be it. No alternatives to go forward with eBay to get money or merchandise
Then, the only choice remained will be contacting the financial institution
There's nothing eBay could do now. Buyer closed the only request available. No path forward here
The buyer didn't open an INR, they filed for a return.

If it's past the estimated delivery date, but within 30 days, open an Item Not Received case.

If item is not shipped, none of your 'corrections' are valid. Buyer got one shut at it, Buyer wasted it
You didn't read O P 's statements, did you?! Buyer closed the INR request and item has never been shipped

Buyer didn't file for Return ... Did you read it, item is never shipped?! The only option would have been INR since item wasn't shipped
Of all people, you should know better. Buyer opened and closed an INR , that's all
Anyhow, my question from Buyer is; why close a request before having it resolved? Why not wait in for eBay to step in?

Yes, I did read it.
Buyer did not open an INR, they filed for a return.
If you don't thinks its possible, ask all the other buyers that have filed for a return instead of an INR.

As I mentioned in my first post to you, it is possible to open a return BEFORE the item has been received. There have been numerous posts about it. Why assume that the original poster and all of the other posters here are wrong and you are right??
Anyhow, my question from Buyer is; why close a request before having it resolved? Why not wait in for eBay to step in?
They answered that in the first post. They realized that opening a return was a mistake and was not going to cancel the sale...that's why they closed it.

Here we are, let's see eBay's opinion on a similar case;
There is no return request. What does Buyer want to return? Seller hasn't send the item yet. No Tracking available
Buyer could request Cancelling of Sale
Buyer could do Item Not Received request
Buyer doesn't have anything to return
Now, why close a request, any request, if there are no solutions? Why cut-off from eBay? That should be the question
