Consider a late return scenario below:
A return is accepted and the shipping label has been generated. Buyer dose not ship in time. After 14 days eBay system automatically closes the return because there's no tracking info. online. On the 16th day buyer ships back the package and on the 20th day the package is delivered to seller. The tracking is shown online. Is buyer able to appeal this return case? I'm not asking if buyer can call eBay customer service for this special case to be reviewed. What I want to know is if in this case eBay system is designed such that no call needed and there will be a button "appeal" available for the buyer to click to appeal for this kind of closed return because no tracking indicates buyer has sent back in time.
Another question: how long is the FedEx/USPS shipping label valid? Is it valid only for 14 days and eBay cancels the label on the day when eBay closes return because the label has not been used?

You seem to have many/many questions about returns. The eBay USPS Return Service label never expires. I have used those eBay reurn labels over 2 years later and they still track just fine, but the original return case may have been billed for it.
No there's no automatic Appeal button for a return that has already closed and the seller did not voluntarily refund even though tracking online outside of eBay shows that it has been delivered back.
What happens then is to start another return request within 30 days of the purchase here at PayPal. Then when told to return the item. upload the already returned tracking number to get the refund.
Otherwise or instead, file a CREDIT NOT PROCESSED chargeback with the card issuer, and provide the already delivered return tracking number to get the refund.
