I got a ps3 off of ebay that lets me play games without problems but can't let me update to the latest software nor connect to the PSN(PlayStation Network). The problem is the seller doesn't accept returns and I want to return it due to the console's inability to allow me to do the things listed.

Just because a seller has a no return policy doesn’t mean you can’t return it. You have eBays Money Back Guarantee to help you. Go to the item and click RETURN THIS ITEM chose doesn’t match pictures or description. The seller will have 3 days to respond to the return by either sending you a return label or a refund. If neither happens on day 4 you can ask eBay to step in for your refund.

I forgot to add in that the ps3 was advertised as being restored, but even then wouldn't it being advertised as restored also extend to allowing the user to use the ps3 base functions like sign into PSN or update the software to the latest one?

Restored items are expected to have the same functionality that a new or fully functioning used item has, if the item doesn't function properly the item should be listed as parts/not working with a detailed description of what does and doesn't work. If the seller didn't disclose the updating/connection issues in their listing the item isn't as described.

update on the situation: The seller told me that his listing was listed as no returns and he has no way of knowing if the ps3 images I sent in my return request is the same one he sold me. Furthermore, the seller also stated he doesn't know what alterations to the software I made to it, all I did was factory reset it a couple of times and switched the np environment to np. How should I go from here?

Simply file the case as "not as described". Seller has to take it back and refund, or refund without a return. Seller pays return shipping.

That's an easy enough solution - the seller should have taken a picture of the serial number of the unit they sold or added some kind of marking inside a cover or something so that's it's on them. You should be able to return it. Either way get eBay involved - they usually side with buyers or have protection plans in place to make sure you're covered.
