I offer Free 30 Day Returns and a Top Rated Seller. Only after I became a TRS did I start experiencing a higher than normal rate of returns. I sell in electronics which is prone to a higher than average return rate but there is one twist, I have noticed that the overwhelming majority of the returns are from buyers with zero or very low feedback and recently opened ebay accounts. Is this just a coincidence or is there something else that may be the issue? My product line is pretty much the same and, while with refurbished home electronics I expect returns, it has become clear that new(er) buyers are mostly the returnees.
So, my question is: Is it possible to exclude buyers from purchasing with low/no feedback automatically? I know I can do it manually. Also, is this withing ebay's TOS?
Thanks for any input. It's getting a bit frustrating.

No; you CANNOT exclude buyers with any number of feedback.
You CAN exclude buyers that have X amount of 'unpaid' in X amount of time. See 'preferences.
PS; you also CANNOT exclude them 'manually' (meaning you are 'cancelling their sales) as you are either 'lying' about the reason, which buyers can 'turn you in for' or you are 'out of stock'.......... either way, both are bad and eventually lead to your selling career here being over.
The advice is:
Continue selling and continue shipping to buyers as long as they paid. Period.
