Ebay put a hold on the payout which us only 9 dollars because the buyer wants a return.
It is not reasonable since she had an allergic reaction, but I know ebay always sides with the customer.
What should I do to get these items back? they are perfume oils that were sold at a big discount https://www.ebay.com/itm/125993054776
Do I have to just accept this and return the money (even though no returns)

What should I do to get these items back? (Since you do not accept returns, you can refuse the return if this is a remorse return case and not an item not as described case. The reason doesn't matter, the type of case matters. You will win a remorse case; you will lose an item not as described case. If you win the eBay case, the buyer may still try a payment chargeback.)
1) When responding to the eBay case, accept the return.
2) I always choose the option for eBay to provide the buyer with return postage. I provide free returns, so eBay will charge me for the postage if/when the buyer actually prints the postage. I have never actually sent postage to a buyer for any case. eBay will charge the buyer for return postage if appropriate (for example you do not have free returns). Sellers must always pay for shipping if the case is for item not as described case.
3) ALWAYS wait for the returned item to arrive. Inspect the item and refund if the item looks good. In certain cases sellers can deduct up to 50% of the item price if the item is not returned in the same condition as received by the buyer. If you refund the item before it is returned, eBay will not require the buyer to return the item.

In order to receive a refund, the buyer will unavoidably need to return the merchandise. eBay won't help with the refund if they decide to keep the product. So, keep up your communication with them. Send them a label to start the process. You can also call eBay and report this buyer for attempting to violate eBay policy if you receive the item back and it is in perfect condition.

The listing shows the item sold for $6.99 with Free shipping … so I’m confused how the payout could be $9.
If the buyer filed a return request for a ‘not as described’ reason … you would need to provide a prepaid shipping label to get the item back before issuing a refund.
Otherwise, eBay would use your money to refund the buyer and let them keep the item. You’d also receive a defect and forfeit your fees.
No great choices here. ☹️

Buyer made best offer for the item and is asking for refund for it. Does it makes a difference you think?

If INAD you have the choice to just refund and be done with it rather than paying return shipping.

It was completely as described, she had remorse I believe because she didn't like the scents
Anyway I just want to know what happens if she won't return the item, will Ebay keep the hold on my account. thanks

I don't see if you mentioned the return reason. If it's INAD non remorse reason and you issued a label, the return will close in seller favor if she doesn't return within the proper time frame.
If you don't issue label, eBay will refund letting them keep it.
If the return reason us remorse and you don't accept returns you can reject the return.
Remember it's not based on your feeling, but what was used as reason in the system.

If you accepted the return and provided a shipping label, Ebay gave them a date to get them returned.
If they don't return by that date, a couple days later, the case should close and the hold will be released.

she said it is damaged? but she emailed and said she didn't like it on her skin
so which is it
I think seller always loses even if it is only $9 it sucks

It doesn't matter what she said. Your options are based on what was submitted in the system on the return request.

Honestly - it depends upon the type of return opened by the seller. There is no best advice that can be given without that piece of information. Just lots of possibilities only.
