I sold a Playstation 2 for $80.00 CAD and now the buyer wants to return the item but I explicitly said that it was "Untested" in the title and "No returns accepted" in the description and I need to know what to do next and if I can refuse return.

Your no returns accepted won't work when the buyer opens a return for Not As Described. Those returns can't be refused. You will be able to do one of three things.
1. accept the return, issue a return label receive the item back and refund.
2. issue a refund without requiring the item back.
3. Either involve eBay yourself or the buyer requests eBay to step in, when either occurs eBay will find in favor of the buyer, issue the refund from your payouts on hold while also allowing the buyer to keep the item. Then eBay will gift you a lovely defect against your selling account.
No returns only work for remorse returns.
In your shipping page it says Seller does not accept returns. But it also says Refer to eBay return policy. You are covered by the eBay Money Back Guarantee.....

As previous commenter stated, there is no "no returns" on eBay. The eBay user policy that you agree to when you sell on their platform allows for returns in certain cases even if you have a "no returns" policy.

Just out of curiosity, what was the reason for them wanting to return it?

We see this all the time here, Sellers "think" they are protected against anything being returned to them but the reality is that eBay has several return reasons that bypass that return policy. And many Buyers know them. I am an advocate to limit the No returns accepted setting to specific conditions and categories opposed to it being a choice for everything sold on the venue.
I have been using the 30 day Free returns since shortly after it was introduced and have used the full benefits on several occasions over the years. Here is a link to your Seller protections: Seller protections | eBay

This is the definition of used for this category
Used: The item was previously used. The item may have some signs of cosmetic wear, but it is fully operational and functions as intended. This item may be a floor model or store return that was used. See the seller's listing for full details and a description of any imperfections.
If it does not work in any way, it is not as described.
As @chevymontecarlo88 asked what is the buyer's complaint? Your adding untested to your listing did not make it non-returnable unless it is fully operational, and you will never be able to prove that.

You cannot refuse the return, I mean technically you can refuse to issue a return label but you can't refuse to refund.
Ebay gives you the impression you can fight a return but all that does is hurt you because you will most likely lose the item, the money and get an unresolved ding that you absolutely do not want.
What you do next is up to you.
You should issue a return shipping label and when it comes back issue your buyer a refund.
Realistically all "no returns" means is that you don't want your item back when you have to refund.
...and having "no returns" as a policy kinda outs you to a scammer that you don't know how ebay works.

You listed it as used, which means the item should work as intended.
if you didn't test it to see if it worked, should have been listed as parts or repair.
Accept the return and pay return shipping.

While you should have listed it as "For parts or not working" it wouldn't have made any difference to a item not as described return.
Once upon a time item not as described returns couldn't be opened for a parts or not working item. Which was sensible. But here in the UK distance selling regs put an end to that. I assume it's pretty similar in the States.

But it might have made a difference to whether a buyer decided to buy it.
Many sellers choose to grade higher and take more risk than they would if they graded properly.
The fully functional requirement is another Amazon rule which made it to Ebay. But Amazon also does not allow any non-functional items on its site.

Got it. So no Return has been opened? You can message the buyer to open the claim... I'd keep the "return label" on eBay.
Edit to add: in answer to your original question... you can refuse the Return, but you can't hide from paying a full refund.

No returns do not mean no returns. Do the return.
My concern is your leaving feedback already for the buyer without the buyer leaving feedback yet.
I wonder if you said something in the feedback and eBay took it out...
As you being a rather new seller we all will and have had crappy buyers.
And I would not contact the buyer again unless it is to say a refund will happen.
To have a not so happy feedback for a year is what you have to try to avoid.

Sounds totally plausible. Tell the buyer to request a return from his purchase on Ebay.

As already stated by @tobaccocardyahoo, once you list an item as 'Used' ... it MUST be "... fully operational and functions as intended." The fact that you put 'Untested' in the listing doesn't change anything.
