Buyer wants to return and...

The buyer purchased an item from me I didn't realize I offered returns I thought I had it turned off.  So it looks l have it set to '30 day returns. Buyer pays for return shipping' They initially paid $25 for the item and $7 for shipping I did not offer free shipping, so do I only have to refund $25 or $32

Yes... you'll be able to issue only a $25 refund as 'Didn't like it' is a remorse reason. 30 Days, buyer pays. 😁

You can't stop returns, even if your policy is 'No Returns'.

eBay provides 30 day money back guarantee, for select reasons like 'Item not described'.

Your no returns would only work against buyer remorse, but most likely if they want to return it they will just say it isn't how you described it or that it's defective.

I personally think 30 days buyer pays is the safest option to do because this is the only option that you MIGHT not have to pay for return shipping.

Since your policy is Buyer pays return shipping then it completely depends on what the buyer selected for return reason. If it's a reason that falls under ebays MBG then you must pay. If it's buyer remorse, then they have to pay.

I typically refund the full amount because I don't want to deal with a case being opened for the remainder.

eBay will let a buyer return something where you have to pay for the return item...even if you have "no returns". Buyer might have thought differently if you had "returns" "where "buyer pays return" You have to refund...or...tell buyer just keep the item....where you save $7. And not knowing what might be returned...I had a few strange things returned that were not the items mailed to my buyers. Plus there's the feedback that some us  worry about...especially me.

I don't worry about feedback.  The only one I have now is from a guy with a picture of Jesus as his avatar.  I told him, not very Jesus like ruining my perfect FB  🙂

Just know, I have been successful at appealing the partial refund for buyer's remorse reasons where eBay creates a case and sides in buyers favor.

How that hurts your metrics I don't know.
